Kiggans Delivers $189 Million for Rural Health Care in Virginia
Washington, D.C. — Today, Rep. Jen Kiggans (VA-02) released the following statement following the Centers for Medicare & Medicaid Services’ (CMS) announcement that all 50 states will receive awards under the Rural Health Transformation Program, including nearly $190 million to Virginia.
Rep. Kiggans said, “With tens of millions of Americans living in rural areas, it is absolutely essential to ensure quality healthcare is available. That’s why I am so excited to deliver this rural healthcare grant to Virginia. Because of the Working Families Tax Cut, which I proudly voted for, Virginia’s rural health facilities will be able to expand preventive, primary, maternal, and behavioral health services, strengthen the rural healthcare workforce, and modernize infrastructure and technology. This is great news for America and great news for my constituents in Hampton Roads!”
Background: This rural healthcare grant will:
Bring more care within reach by expanding preventive, primary, maternal, and behavioral health services and creating new access points to preserve care in rural America. It also strengthens emergency medical services (EMS) communication, treat-in-place options, and coordinated transfers.
Strengthen and sustain the rural clinical workforce by supporting clinical workforce training, residencies, recruitment, and retention initiatives, and invests in programs to train and support the existing clinical workforce.
Modernize rural healthcare infrastructure and technology by investing in rural facilities and equipment, strengthening cybersecurity, and expanding telehealth.
Drive efficiency and empower community providers by building partnerships across the state, establishing specialized hub-and-spoke models, rural regional centers of excellence, comprehensive data-sharing platforms, and rural clinically integrated networks.
Advance innovative care models and payment reform that tests new primary care and value-based care models.
The Rural Health Transformation Program is a $50 billion initiative established under the Working Families Tax Cut formerly known as the One Big Beautiful Bill, which Rep. Kiggans supported in July of 2025.
