Kiggans Delivers Critical Investments to Our National Defense, Hampton Roads Infrastructure in FY26 Appropriations Package
WASHINGTON, D.C. — Today, Rep. Jen Kiggans (VA-02) voted in favor of a funding package containing the remaining FY 2026 appropriations bills, fully funding the federal government and supporting the Departments of War; Homeland Security; Labor, Health and Human Services, and Education; and Transportation, Housing, and Urban Development.
This package includes critical investments to strengthen border security, expand access to healthcare for rural hospitals and seniors, modernize aviation safety and transportation infrastructure, and improve quality of life for servicemembers.
“I was proud to support this appropriations package to fully fund the government for FY26 and deliver real wins for hardworking Americans across the country,” said Congresswoman Kiggans. “This legislation delivers real results by providing pay raises for our men and women in uniform, critical resources for border agents, and stronger infrastructure for Hampton Roads families. These commonsense investments improve military readiness and ensure our ports, roads, waterways, and military installations have the resources they need to keep our region moving and our economy growing.”
The funding package also includes Rep. Kiggans’ legislation, the Care for Military Kids Act, which amends the Social Security Act to ensure dependents of active-duty servicemembers receiving long-term care through state-administered Medicaid plans remain eligible for services when their families relocate.

Funding Package Wins for VA-02:
- $10,000,000 for improvements on I-264/Independence Boulevard Interchange
- $1,000,000 for the Career Academies of Chesapeake
- $1,000,000 for Improvements on Pungo Ferry Road in Virginia Beach
Also Includes Investments for:
Department of War (DoW)
- Champions America’s military superiority by enhancing investments in 5th and 6th generation aircraft, supporting the modernization of the nuclear triad.
- $1.1 billion for counter-drug programs and the National Guard Counter-Drug Program to combat international actors who facilitate drug trafficking.
- A 3.8% pay raise for all servicemembers, continuing historic enacted FY25 pay increases for junior enlisted servicemembers.
- $13.4 billion for missile defense and space programs to augment and integrate in support of the Golden Dome effort.
Departments of Labor, Health and Human Services, and Education:
- $48.7 billion to ensure America remains the pioneer in biomedical research, a necessary counter to China’s growing threat in basic science research.
- Prioritizes primary care funding for rural health, health centers, and the health workforce to end the chronic disease epidemic.
- Protects the right to life by maintaining the Hyde Amendment and longstanding language to ensure that federal funds cannot be used to advocate or promote restrictions on Second Amendment rights.
Transportation, Housing and Urban Development, (THUD):
- Increases funding for the Federal Aviation Administration (FAA) by $1.588 billion, a top Trump Administration priority, and provides the FAA with resources to hire 2,500 new air traffic controllers.
- Promotes defense readiness capabilities by investing $481.6 million in the Cable Security Program, the Maritime Security Program, and the Tanker Security Program.
- Invests $64.323 billion in highway infrastructure and directs $4.577 billion to airport infrastructure.
Department of Homeland Security:
- Provides a total of $64.4 billion in discretionary funding, including $3 billion for defense activities, to protect the homeland and keep American communities safe, secure, and resilient.
- Provides $116 million to counter China by increasing the Coast Guard’s Indo-Pacific footprint while also funding a military pay raise for Coast Guard personnel.
- Bolsters border protections by providing $513 million to sustain 22,000 Border Patrol agents and $3.8 billion for custody operations to strengthen the Administration’s efforts to detain and deport all criminal and removable aliens.
