Meet Jen

Congresswoman Jen Kiggans represents Virginia’s Second Congressional District in the U.S. House of Representatives, which includes Virginia Beach, the Eastern Shore, and parts of Chesapeake and the Hampton Roads region. 

A Navy veteran, nurse practitioner, and military spouse and mother, Jen brings a lifetime of service and leadership to Congress. She served for 10 years as a U.S. Navy helicopter pilot, flying H-46 and H-3 aircraft, and completed two deployments to the Persian Gulf. After leaving active duty, she used her GI Bill benefits to become a board-certified Adult-Geriatric Primary Care Nurse Practitioner, providing care to seniors and families in long-term care facilities and private practice throughout Virginia Beach and Norfolk. 

Before her election to Congress, Jen served three terms in the Virginia State Senate, where she championed legislation supporting military families—including the creation of a Military Spouse Liaison—and advocated for patients and caregivers in long-term care settings. In Congress, she serves on the House Armed Services Committee, the Veterans’ Affairs Committee, and the Natural Resources Committee, where she works to strengthen national security, support veterans, and protect Virginia’s coastal communities. 

Jen is committed to bringing civility, competence, and commonsense conservatism to Washington. She and her husband, a former F/A-18 Pilot, live in Virginia Beach and have grown four children.
