Bipartisan Coalition of 38 House Members Introduce “CommonGround Bill” to Address Skyrocketing ACA Premiums

WASHINGTON, D.C. — Today, Rep. Jen Kiggans (VA-02) and Rep. Josh Gottheimer (NJ-05), along with a bipartisan coalition of 38 total House Members, introduced the “CommonGround for Affordable Health Care Act,” based on the health care framework they unveiled last week.
This bipartisan bill includes a two-year extension of health insurance premium savings for American families—including a year of the enhanced Premium Tax Credits (ePTCs), with targeted modifications, new guardrails to prevent “ghost beneficiaries” and crack down on fraud, an extension of open enrollment, and PBM reform. The bill also requires a vote on a second year of continued health insurance premium savings, including more significant reforms, in the Senate and House by July 1, 2026.
“With higher costs on nearly everything, from groceries to childcare to energy bills, we must do everything we can to fight higher health insurance costs. Premiums are out of control as it is—we can’t afford for it to get worse,” said Rep. Gottheimer. “We are running out of time to get this done. In less than three weeks, these tax credits will expire, and health care will become unaffordable for millions of Americans. This bipartisan bill builds on the framework Congresswoman Kiggans and I unveiled last week. It’s a commonsense proposal that will keep costs down and prevent families’ premiums from skyrocketing. We must get this done now. We must find common ground. Time is running out; we simply cannot delay.”
Rep. Kiggans stated, “As a geriatric nurse practitioner, co-chair of the nursing caucus, and one of two NPs in Congress, healthcare affordability is an important issue to me personally and professionally. The CommonGround framework and now CommonGround for Affordable Healthcare Act, that Rep. Gottheimer and I are leading, is proof that bipartisan solutions are possible. With millions of Americans facing the expiration of the enhanced premium tax credits, our coalition of bipartisan House Members are presenting this bill as a commonsense path forward. There are over 30,000 people in my district that rely on these marketplace premiums and I don’t want to see their health insurance costs spike out of control, especially after passing the Working Families Tax Cut to make the lives of Americans more affordable. This framework is a win for hardworking families in my district, but it also puts needed reforms in place to protect taxpayers. Our legislation implements income caps, puts up guardrails to protect against waste, fraud, and abuse, and even implements broader healthcare reforms. This legislation is proof that compromise works and that Democrats and Republicans are capable of working together on behalf of the American people.”
