Kiggans Leads Bipartisan Push to Lower Drug Costs and Expand Access to Care for Servicemembers, Veterans, and Seniors

Washington, D.C.—Today, Congresswoman Jen Kiggans (R-VA) introduced two bipartisan bills to improve healthcare access and lower prescription costs for military families and seniors: the Rx Access, Choice, Cost Equity, and Supply Stability (Rx ACCESS) Act and the Increasing Medication Access for Seniors Act. Together, the bills demonstrate her continued leadership—as a nurse practitioner, veteran, and military spouse—in advancing patient-centered, bipartisan healthcare solutions.

“As someone who has cared for patients throughout my career, I know how confusing, expensive, and frustrating prescription drug access can be,” said Congresswoman Kiggans. “These bipartisan bills cut red tape, expand choice, and make it easier for military families and seniors to get the medications they rely on. Healthcare should work for people—not the other way around.”

Rx ACCESS Act

The Rx ACCESS Act, introduced with Reps. Maggie Goodlander (D-NH), Morgan Luttrell (R-TX), and Chrissy Houlahan (D-PA), strengthens access for TRICARE beneficiaries by restoring pharmacy choice, protecting independent pharmacies from unfair reimbursement practices, and increasing transparency across TRICARE’s pharmacy contractor system. Beginning in 2026, beneficiaries would once again be able to fill their maintenance medications through retail pharmacies, mail order, or military treatment facilities.

The bill has already earned support from leading military and veteran advocates, including Tragedy Assistance Program for Survivors (TAPS), National Military Family Association (NMFA), and The American Legion, and National Community Pharmacists Association.

“Over 900,000 Texans are currently enrolled in TRICARE, which can cost our veterans upwards of 250 times more for a drug they desperately need,” said Congressman Luttrell. “Our service members, veterans, and their families should never pay more for the same medications as everyone else. I applaud Rep. Kiggans for this legislation which provides essential congressional oversight to ensure fairness and accountability for our heroes and their loved ones.”

Increasing Medication Access for Seniors Act of 2025

Kiggans also introduced the Increasing Medication Access for Seniors Act of 2025 with Congressman Raja Krishnamoorthi (D-IL). The legislation helps Medicare beneficiaries better access the new Medicare Prescription Payment Plan, which allows seniors to spread high annual drug costs over 12 months interest-free. While the program began in January 2025, very few seniors are aware of it, and fewer than 0.05% have enrolled—even though many would benefit from lower upfront costs.

“I’m proud to co-lead this bipartisan effort to ensure seniors can actually access the Medicare prescription drug payment options already available to them. Too many older Americans on fixed incomes don’t know they can spread high drug costs over the year, interest-free. By improving data and outreach, this bill will help more seniors take advantage of a benefit that can make their medications more affordable,” said Congressman Krishnamoorthi.
