Rep. Kiggans Presents $1,300,000 Check for Community Project Funding for Northampton County Septic System Project

MACHIPONGO, VA — Congresswoman Jen Kiggans (VA-02) joined local leaders in Machipongo to recognize $1,300,000 in Community Project Funding (CPF) secured for the Northampton County Community Center Septic System Project. The funding will support the replacement of an outdated septic wastewater disposal system with a modern alternative onsite sewage system that meets current Virginia Department of Health (VDH) regulations.

During the event, Rep. Kiggans joined Northampton County Administrator Matt Spuck, members of the Board of Supervisors, school leadership, and community stakeholders to highlight the importance of the project and the collaborative effort that made the funding possible. The Congresswoman presented a ceremonial check to County officials recognizing the federal investment and the County’s commitment to modernizing critical infrastructure.

“Investments in wastewater infrastructure are essential to protecting public health, preserving our environment, and ensuring communities can grow and thrive,” said Congresswoman Kiggans. “I was proud to advocate for this funding to help Northampton County replace aging infrastructure with a modern system that will serve residents safely and reliably for years to come.”

“This investment makes our community healthier by supporting infrastructure that allows us to grow thoughtfully, safely, and with an eye toward the future,” said Northampton County Administrator Matt Spuck. “Without Congresswoman Kiggans going to bat for us, this would’ve stayed just an idea on paper. Thanks to her, it’s turning into something real.”

The project will replace an aging septic system that currently serves the Northampton County Community Center and the Northampton County Public Schools Administration Building. The upgraded system will incorporate advanced wastewater treatment technologies designed to reduce phosphorus and nitrogen levels, aligning with VDH Chesapeake Bay Critical Area treatment requirements. Planned improvements include upgrades to the existing pump station and the installation of fixed film treatment units with aeration systems, chemical feed technology, nitrification and denitrification processes, and modern control systems.

Additionally, the project will include the construction of below-grade concrete tank infrastructure to support durability and operational efficiency, as well as a new onsite soil disposal area that meets all regulatory requirements for treated effluent.

The funding was included in the Fiscal Year 2026 Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act and provides $1,300,000 in Community Project Funding for the Northampton County Community Center Septic System Project.

As the representative for Virginia’s Second District, Rep. Kiggans continues to advocate for investments that strengthen infrastructure, protect public health, and support communities across the Eastern Shore and Hampton Roads.
