Rep. Kiggans Votes Against Democrat ACA Discharge, While Continuing to Fight for Responsible Healthcare Reforms

Washington D.C. — Rep. Jen Kiggans (VA-02) released the following statement following her decision to vote against Minority Leader Hakeem Jeffries’ three-year clean extension of Affordable Care Act (ACA) premium tax credits via a discharge petition. 

Rep. Kiggans said, “Unfortunately, the discharge petition brought by Hakeem Jeffries failed to make meaningful reforms to the ACA premium tax credit system that would ensure those who truly need this assistance receive it. A clean three  year extension with no reforms is nothing more than a continuation of a failed system that rewards insurance companies and not patients. Without income caps, individuals who should otherwise be ineligible for these need based credits would continue to draw from the system and further limit real benefits from those individuals who truly need the assistance.” 

She continued, “I will continue to fight to lower the cost of healthcare in Congress and I look forward to seeing the broader healthcare reform plan that is coming out of the Senate.” 

Background: 

Rep. Kiggans offered a bipartisan solution to the premium tax credit issue that balanced results with compassion and continuity for patients. Her legislation offered a one year extension of the ACA Tax Credits while implementing income caps, putting up guardrails to protect against waste, fraud, and abuse, and even implementing broader healthcare reforms. She will continue to do everything in her power to bring real results to this space that she cares so deeply about and remains hopeful that solutions can be found that will make a lasting impact. 

The three-year extension included no reforms and would cost $80.6 billion between 2026 and 2035, according to the Congressional Budget Office. It also had no mechanism in place to weed out fraud.
